Exactly. This is even more so than usual with MySQL AB, because of their licensing. MySQL's (and MySQLCC's) code must *all* be copyright MySQL AB only, which IMO discourages external developers to a small extent. MySQLCC's code is paid for by MySQL AB (they hired a full-time developer for it).
